Chinas state-run CCTV has reported a third death from the Pneumonic Plague in the town of Ziketan Qinghai Province. The outbreak of the disease was first detected last Thursday, and the town has been quarantined. CCTV reported 12 cases of the plague in total, including the 3 deaths. The World Health Organization has expressed concern over the situation. [Vivian Tan, WHO Spokesperson] "We are definitely concerned because this form of pneumonic plague is really quite lethal. And it's not very common, but it's quite lethal. So we are watching the situation closely and we are in close contact with the Ministry of Health to see what the situation is like. This strain of the disease is related to the Bubonic Plague or Black Death—the same disease that killed 25 million people in Europe during the middle ages.

China and India are two of the largest and fastest growing economies in the world, but what are the differences and how would you choose which is right for you? We talked with emerging markets specialists Stephen Philips, Chief Executive of the China-Britain Business Council, Ian Coleman, Partner and Head of Emerging Markets at PricewaterhouseCoopers UK, and Chris Runckel President of Runckel and Associates. Chris Runckel: There really is no one China, you have china thats along the Eastern sea board which now is a very, actually a more a more advanced developing area for doing business. It has very good infrastructure, road systems, very good communications system in the major cities. You have modern buildings, a lot of the accoutrements that any business would be looking for. Then you have the western area of the country which tends to be much poorer, much less developed, infrastructure is starting to go in there. The government is making a push to install infrastructure through the western region and its coming up but really the cost of internal shipping inside China and some of the other costs that are added in a project still makes western China not as attractive are as it might be. Stephen Philips: For most businesses theyre going to be focussing on the more urban areas, but those urban areas arent just Beijing, Shanghai and Guangzhou, there are many cities across China that have more than a million people which is unlike the UK clearly. CBBC itself has got offices in 11 cities across China, most of those cities most British people will not even have heard of. Chongqing in the west of China for instance, its an urban area, has got 30 million people, half the size of the UK and yes its probably somewhere that the vast majority of people have never heard of. Chris Runckel: For the west you have India which is a very, very good location for lower cost projects which have more labour content in them. China has the world's largest foreign reserves, believed to be mostly in dollars, along with around 800 billion dollars in US Treasury bonds, more than any other country. But Treasury Department data shows that investors in China have sharply curtailed their purchases of bonds in January and February. Representative Mark Kirk, a member of the House Appropriations Committee and co-chair of a group of lawmakers promoting relations with Beijing, said China had "very legitimate" concerns about its investments. "It would appear, quietly and with deference and politeness, that China has canceled America's credit card," Kirk told the Committee of 100, a Chinese-American group. "I'm not sure too many people on Capitol Hill realize that this is now happening," he said. The Republican lawmaker said that China was justified in concerns about returns from finance giants Fannie Mae and Freddie Mac, which were bailed out by the US government due to the financial crisis. Kirk said he was the first member of Congress to tour the Bureau of Public Debt, which trades bonds, and was alarmed at how much debt was being bought by the US Federal Reserve due to absence of foreign investors. "There will come a time where the lack of Chinese participation may have a significant impact," Kirk said. "We should track that, because up until last month they were the number one provider of currency to the United States and now they're gone." With China's economy also hit by the global economic crisis, Premier Wen Jiabao has openly voiced concern about the status of his country's investments in the United States. China has also floated replacing the dollar as the key international currency with a basket of units bringing in the euro, sterling and yen.

This gripping 1979 drama about the dangers of nuclear power carried an extra jolt when a real-life accident at the Three Mile Island nuclear plant in Pennsylvania occurred just weeks after the film opened. Kimberly Wells (Jane Fonda) is a TV reporter trying to advance from fluff pieces to harder news. Wells and cameraman Richard Adams (Michael Douglas, who also produced) are doing a story on energy when they happen to witness a near-meltdown at a local nuclear plant, averted only by quick-thinking engineer Jack Godell (Jack Lemmon). While Wells and Adams fruitlessly attempt to get the story on their station, Godell begins his own investigation and discovers that corporate greed and cost-trimming have led to potentially deadly faults in the plant's construction. He provides evidence of the faulty equipment, which could lead to another meltdown (the "China syndrome" of the title), to the station's soundman to deliver to Wells and Adams at a hearing on nuclear power. However, on the way to the hearing, the soundman is run off the road by evil henchmen, leading Godell to realize that his own life is threatened, possibly by his bosses at the plant. Driven to the edge of a breakdown, Godell takes over the plant's control room at gunpoint and demands to reveal his findings on TV. The plant's management, however, has other plans, and the facility itself is becoming dangerously unstable. Whether or not you agree with the film's clear anti-nuclear bias, its sobering message and riveting, realistic story and performances are still difficult to ignore.
